Round the clock hardening of
the main spillway breach and the emergency spillway erosion continue, preparing for oncoming rains.
Experts are reporting in California that the Oroville
Main Spillway needs fixed by November 2017 for the next upcoming water year or failure will «pose significant risks».
OR will downstream Oroville, Biggs, Gridley, Live Oak on down to Yuba City be inundated by catastrophic Oroville dam breaches following
main spillway and / or emergency spillway breaches?
The main spillway is made to fail but to «fail safe».
What made it an anomaly or outlier is that multiple events all happened simultaneously (early, heavy rains; blocked penstock; un-repaired
main spillway; unreinforced foundation to emergency spillway wall; transmission line towers on downslope that could have been washed out).
Authorities urgently began emergency drawdown through the main damaged spillway, sacrificing
the main spillway's lower portion to prevent a worse failure and breach of the emergency spillway.
But the recent visual inspection by a team of experts reported in newspapers reported that water is flowing long after the spilling from the dam has stopped reportedly from what appears to be under
the main spillway.
Yet
the main spillway failed at some 10 - 15 % of the peak spillway flow.
Oroville engineers appear to have been concerned over
the main spillway eroding back upstream towards the main dam — so risking using the untested «emergency spillway» — but that was worse.
Dam engineers in California stated they had never experienced the confluence of such events (record rainfall, busted
main spillway, blocked penstock through power station and threat of emergency spillway collapse).
The main spillway at Oroville Dam is riddled with design flaws and so badly damaged that an independent panel of experts hired by the state has concluded it's probably impossible to repair the structure completely before the next rainy season begins in November....
According to California officials the Oroville Dam
main spillway was designed to fail in the case of a peak event.
Fearing further damage and failure of Oroville's
main spillway, authorities instead allowed Lake Oroville to rise to overflow Oroville Dam's emergency spillway (Nazarian A. 2017).
You ignore the multiple failures of
the main spillway, the emergency spillway and blockage of the hydropower flow etc..
Having to close
the main spillway seems a bit unfortunate but nothing to do with the hydrology or the spectre of mega-floods.
