Supporters rushed the standards» adoption, used whatever political channels were most convenient, eschewed
public debate and discussion, and in doing so triggered a
massive backlash that either caused states to reject the standards outright or led them to water down the initiative to such an extent that there's little left of the original vision, which called for the careful alignment of standards, tests, curricular resources, and teaching strategies, all to be shared across state borders.
