Yes that is the point
of measuring it — it changes from season to season, year to year and decade to decade and drives the
energy balance of the planet in fundamental ways.
As others have noted, the IPCC Team has gone absolutely feral about Salby's research and the most recent paper by Dr Roy Spencer, at the University
of Alabama (On the Misdiagnosis
of Surface Temperature Feedbacks from Variations in Earth's Radiant
Energy Balance), for one simple reason: both are based on empirical, undoctored satellite observations, which, depending on the
measure required, now extend into the past by up to 32 years, i.e. long enough to begin evaluating real climate trends; whereas much
of the Team's science in AR4 (2007) is based on primitive climate models generated from primitive and potentially unreliable land measurements and proxies, which have been «filtered» to achieve certain artificial realities (There are other more scathing descriptions
of this process I won't use).
What would happen to this
energy balance if Trenberth had remained true to proper scientific practice and used the
measured value

of his contrived 238.5 Watts / m ^ 2?
That 150 C range
of temperatures also covers a wide variety
of terrains, and ground cover, even deep oceans, and the thermal
energy flows in each
of those different environments relate to the local temperature in totally different ways, so there is no relationship between the «average» global temperature (even if it was possible to
measure such a number) and the
energy balance of the planet.
Since this is 7Watts / m ^ 2 higher than the actual
measured average and is more than a full Watt / m ^ 2 higher than any value
measured in the past 31 years, if one were to criticize someone for violating science protocol it would not be Roy Spencer whose basic data and computations are readily available for scrutiny by anyone who whishes to do so; it is Trenberth for using contrived values for OLR in his
energy balance computations instead
of using actual physical data
measured directly by satellites.
Only in this way is the
energy balance determined empirically and the multitude
of changes — cloud height and extent, water vapour, ozone, surface temperature, ice and snow, biology, aerosols — integrated in a comprehensible
measure.
What we also see is that typically, by
measuring buildings internally for heat
energy balance calculations, we are underestimating the amount
of calculable heat loss from a building.
There can be no credible expectation that this tuning / calibration procedure can reduce the error by two orders
of magnitude as required to
measure changes
of Earth's
energy balance to an accuracy

The daunting task
of measuring the earth's mass
balance of energy is NOT what I'm concerned with vis a vis climate.
Here's my concern with an
Energy Balance Model, first presuming we can and are actually
measuring to the necessarily accuracy, we don't have data for a long enough period
of time to understand if it doesn't vary with time, so even if it says there is an imbalance, that may very well be normal.
• Accept that the
energy -
balance models are the strong part
of climate - science, being founded on thermodynamics, calibrated by paleo data, and verified by the secular rise in global
energy -
balance measures.
Wait,
of course, if it is a differential
balance circuit it may swing right from positive through zero at the ambient device temperature to negative where it is then really
measuring the net
energy lost from the warmer thermocouple to the ice in the field being focused.
In sum, both the OLR
measured by satellite and the
energy balance of the planets in our solar system indicate that Planck's law and a bulk emission temperatures provide an approximate description
of the planet's temperature (see Supplementary Material).
