Overall, we find that parents
value the
teacher's performance on both the student satisfaction and achievement

Teachers should be rewarded for producing useful student outcomes, most notably, student learning gains,
measured by
value - added standards (i.e., improvement) rather than by levels of achievement at the end of a course.

teachers who can be linked to students, we are able to estimate
value - added
measures of classroom performance for each
teacher in each year.
The advent of more student testing, especially the spread of
value - added
measures of pupil and school performance, has given us both the technical ability to evaluate
teachers by the results they produce and the moral imperative to do so.
Commentary on «Great Teaching:
Measuring its effects on students» future earnings» By Raj Chetty, John N. Friedman and Jonah E. Rockoff The new study by Raj Chetty, John Friedman, and Jonah Rockoff asks whether high -
value - added
teachers (i.e.,
teachers who raise student test scores) also have positive longer - term impacts on students, as reflected in college attendance, earnings, -LSB-...]
He concedes, however, that his own research shows that race, gender, and socioeconomic status have little effect on
value - added
measures of
teacher effectiveness.
In addition, the variance of our
value - added
measure is significantly higher within higher - poverty schools than in lower - poverty schools, even after we control for the experience level and other observable characteristics of
teachers within each school, which supports the second prediction.
Those who want to reward
teachers on the basis of
measured performance should consider whether it is worth the trouble and expense to implement
value - added assessment if the only outcome is to reward small numbers of
teachers.
On the third point, Hess explains that
value - added
measures of
teacher effectiveness are too imprecise and unreliable when just a few years of data are used to judge individual
teachers.
The prospect of
measuring the contribution made by schools and
teachers to their students» progress is winning a growing number of converts to
value - added assessment.
(To generate the weights, we regressed a
teacher's average student - achievement gain in one class against the three different
measures from another class, resulting in weights of.758,.200, and.042 on
value - added, student survey, and classroom observation, respectively).
Important work by Stanford University researcher Raj Chetty and his colleagues finds that
value - added
measures of
teacher quality predict students» outcomes long into the future.
We do not find any statistically significant relationship between the number of years a
teacher has taught and students» achievement, though this is probably due to the necessary omission of first - year
teachers (because we can not
measure their
value added for a previous school year).
We excluded kindergarten and first - grade
teachers because earlier achievement exams were not available for their students; this prevented us from developing a «
value - added»
measure of student learning.
This component makes up 50 and 75 percent of the overall evaluation scores in the districts we studied, and much less is known about observation - based
measures of
teacher performance than about
value - added
measures based on test scores.
We compared a principal's assessment of how effective a
teacher is at raising student reading or math achievement, one of the specific items principals were asked about, with that
teacher's actual ability to do so as
measured by their
value added, the difference in student achievement that we can attribute to the
teacher.
While there are many ways to link
teacher instruction to student achievement, one family of methods —
Value - Added
Measures (VAMs)-- has generated national headlines (such as this article about Los Angeles
teachers).
Measures of
teachers»
value added in previous years are an even better predictor of future gains in students» achievement than are principal ratings.
Teachers who receive ratings at or close to the median in the school have estimated
value - added
measures that are quite widely dispersed.
Researchers generally define VAMs as statistical models designed to
measure a
teacher's influence — the «
value» added or subtracted — on student achievement over time.
9 • solve one - step problems involving multiplication and division, by calculating the answer using concrete objects, pictorial representations and arrays with the support of the
teacher • recognise, find and name a half as 1 of 2 equal parts of an object, shape or quantity • recognise, find and name a quarter as 1 of 4 equal parts of an object, shape or quantity • Compare, describe and solve practical problems for: lengths and heights [for example, long / short, longer / shorter, tall / short, double / half]; mass or weight [for example, heavy / light, heavier than, lighter than]; capacity / volume [for example, full / empty, more than, less than, half, half full, quarter]; time [for example, quicker, slower, earlier, later]; •
measure and begin to record the following: lengths and height; mass / weight; capacity and volume; time (hours, minutes, seconds) • recognise and know the
value of different denominations of coins and notes • sequence events in chronological order using language (for example, before and after, next, first, today, yesterday, tomorrow, morning, afternoon and evening) • describe position direction and movement including whole half quarter and three quarter turns PLUS MANY MORE OBJECTIVES!
We find a positive correlation between a principal's assessment of how effective a
teacher is at raising student achievement and that
teacher's success in doing so as
measured by the
value - added approach: 0.32 for reading and 0.36 for math.
If you follow the increasing use of
Value - Added
Measures (VAMs) and Student Growth Percentiles (SGPs) in state -, district -, school -, and
teacher - accountability systems, read this very good new Mathematica working paper.
When they insist that ideas like school choice, performance pay, and
teacher evaluations based on
value - added
measures will themselves boost student achievement, would - be reformers stifle creativity, encourage their allies to lock elbows and march forward rather than engage in useful debate and reflection, turn every reform proposal into an us - against - them steel - cage match, and push researchers into the awkward position of studying whether reforms «work» rather than when, why, and how they make it easier to improve schooling.
