Two crucial misconceptions have framed recent efforts to improve the quality of U.S. schools: (1) the conflation of achievement with learning accompanied by
the misuse of achievement data, and (2) the erroneous belief that meaningful changes in school quality can be coerced through a national regimen of testing and accountability.
