Bungie created a system where the players wouldn't be able to earn Bright Dust to get
more Bright Engrams without purchasing it directly from the store.
Bungie limited the amount of XP that could be earned by players to prevent them from getting
more Bright Engrams.

Each week, Eververse will have a set selection 14 items - a mixture of Shaders, Sparrows, Ornaments,
Engrams and
more - that can be bought with
Bright Dust.
Bright Engrams do drop in normal gameplay, but slowly and with random contents, so overall I am pretty screwed if I don't want to pay real money for
more of my favourite shaders.
After the end of the story, apparently the loot system changes again with the introduction of «
Bright»
engrams, but I'll cover that

He compared it to the time Destiny 2 reduced the amount of XP players would gain for certain activities while the user interface told players otherwise, giving players the illusion of XP grinding becoming
more of a slog and goading them to just buy the
Bright Engram they would have earned by leveling up.
