more than a century,
public schools have been governed and actively managed by local
school boards and districts, which opened and
closed schools based mainly on total district enrollment, district finances, and local politics.
It is not parents or the
public, any
more than it is the teachers, who are pushing
schools to become gap -
closing factories.
More than two - thirds of parents see the following as reducing the quality of
public education: teacher and staff layoffs; increased class sizes;
school closings; high turnover rates; and cutbacks in art, music, libraries and physical education.
