Research on
teacher quality, charter schools, school leadership, class size, and other
factors in school quality is likely to be as or
more important than research on race - specific policies for reducing gaps in student achievement.
In order to provide a
more detailed picture of the
factors that are associated with
teacher layoff notices, we then examine the effects of each of these various
factors on the probability that a
teacher received a layoff notice, while controlling for the others.
To get a
more concrete sense of the extent to which various
factors play into the targeting of
teachers for layoffs, we ran simulations based on the effects calculated by our statistical model.
After again controlling for
factors other than competition that might affect a private school's demand for certain
teachers, I compared
teachers in areas where parents have
more choices among private schools with
teachers in areas where they have fewer.
New empirical work, using better data (e.g., that enable researchers to estimate the relative impact of
factors affecting student achievement growth from year to year) and
more - sophisticated statistical techniques has, in broad terms, reinforced the Coleman Report conclusion that
teacher quality is the most important schooling variable.
After controlling for all these
factors, I compared
teachers in areas where parents have
more choices among public schools with
teachers in areas where they have fewer.
Exploring this in
more detail, engagement was also found to be an important
factor for different types of
teacher.
If these
factors are relatively stable across this period, this suggests it is
more a trait of the student and not something that varies in response to different subjects,
teachers, activities, and tasks.
More research is needed to understand how school closures affect
factors like
teacher performance, student and staff morale, and family engagement over time.
In contrast, the difficulty of firing civil - service
teachers implies that they had weak extrinsic incentives and may be
more sensitive to
factors affecting their intrinsic motivation.
Systemic inequality is certainly a
factor as well, given that children of color are
more likely to attend schools with lower funding levels and weaker
