Given that the quality of
school leadership is the second
most important factor in student achievement (after the quality of teachers), 1
school districts must create the conditions to systematically support, develop, and retain highly
effective leaders.
In a study by Coggins et al. (2003) coaches (i.e., teacher
leaders) reported that they were
