The decision differs from
most other appointees in that it was made by the New York Fed board of directors and ratified by the Federal Reserve board, rather than by the president.
«The state exerts the
most control and oversight, both through the number of board
appointees that the governor has, more than any
other person, including the mayor,» said Nicole Gelinas of the Manhattan Institute.
