The photo in the question is definitely a case of too
much camber.
Too
much camber places all of the weight on a small section of the tire, making it wear out faster and reducing grip when you're driving in a straight line.
The steering is power - assisted, as you'd expect with that much rubber cranked over with quite so
much camber.
The combination of
that much camber plus that much toe will cause it to wear more quickly, but there's not much you can do about it without getting extreme in swapping parts.

Car junkies will be delighted to find you can alter front and rear suspension, dampers, transmission, brakes, alignment,
camber angles, toe angles, and
much more.
