This is their National Adaptation Programme of Action (NAPA); «a set of actions complementary to national goals and objectives of
other multilateral environmental agreements to which Bangladesh is one of the signatories» (Ministry of Environment and Forest, 36).
Montreal IGSD names «that other» climate treaty, 1987's Montreal Protocol «one of the world's most
successful multilateral environmental agreements, having phased out 97 percent of almost 100 ozone - depleting substances — placing the ozone layer on a path to recovery later this century».
The Montreal Protocol is
a multilateral environmental agreement that is successfully preventing massive damage to human health and the environment from excessive ultraviolet radiation from the sun by phasing out the production and consumption of substances that deplete the ozone layer.
REPORTING TIPS As the CDM was set up under
a multilateral environmental agreement, any changes to its rules must be agreed through international negotiations which take place during meetings of parties to the Kyoto Protocol, under the UNFCCC.
It is usually hailed as a «giant step forward» (Thoms 3) because the global community identified a problem, and agreed to reduce the causes (in this case CFCs — reduced by 50 % below 1986 levels by 2000), making it one of only two
multilateral environmental agreements — the other being CITES — that have «functioning and active compliance mechanisms» (Victor 14).
The UK is and will remain party to most if not
all multilateral environmental agreements the EU is party to, and the EU's environmental law is currently still part of the UK's legal system.
Second, the FTA could require both Parties to maintain and implement through effective domestic legislation
the multilateral environmental agreements to which they are party, including the Paris agreement.
