The 17 OHADA states now share the same business laws, based on a civil law system,
namely uniform acts regarding companies, commercial law, debt recovery, securities, insolvency, transport and arbitration.
Section 5 of the
Uniform Electronic Legal Material
Act (UELMA), promulgated in 2011 and now enacted in eight states, requires that public bodies using electronic means to disseminate «official» legal materials provide authentication,
namely «a method for the user to determine that the record received by the user... is unaltered.»
