While thousands of people are gathering in Washington for the
National Alliance's charter conference, it is helpful to remember that the federal role in
education reform has been to support developments that were already occurring in state
policy and on the ground.

A few billion dollars in private foundation money, strategically invested every year for a decade, has sufficed to define the
national debate on

A clear example that poses a significant threat to the opportunity to learn for children who are suffering most from the achievement gap is the President's call to launch» a

education policy, with the Office of the President of the University of North Carolina system, as senior staff to the state higher

Over the past ten years, the
policies undergirding the
