Every midterm since 1994 has been highly
nationalized by historic standards, a result not only of huge events — the first health care reform proposal (1994), the looming impeachment (1998), the 9 - 11 attack and the prospect of the Iraq War (2002), the Iraq War (2006), and now Obama's «change» agenda (2010)-- but also of sharpening party conflicts that draw clearer divisions on national issues.
