tee underneath with a statement necklace (one that is a bit bigger than I would usually go for).

underneath, a cute crop top, a mock

Also, tabard style tunics tend to run longer and offer the added advantage of wardrobe flexibility by allowing you to add your own turtleneck,
tee, or funnel
neck underneath, or wearing sleeveless if your arms are nice or if you want to add a longer cardigan / duster.
