The low level of personal
savings and high level of debt among Americans has raised concerns among national leaders about the
need for more financial
education, and the U.S. Congress has designated April Financial Literacy Month.
The money is expected to come from
savings within the Department for
Education (DfE) and will give schools «the investment they need to offer a world - class education to every single chil

As more states give families access to
education savings accounts, policymakers will
need effective, efficient models from states already using the accounts to help children succeed.
Some 3,000 students in Arizona and Florida are now using
education savings accounts, more than half of them children with special
needs.
Instead of keeping an unrelenting focus on students facing dire
needs, however, Nevada is rolling the dice on another marquee program, a custom version of
Education Savings Accounts (ESAs).
They
need to also proactively maximize the effectiveness and accountability of any private voucher / scholarship and
education savings account proposals.
Transforming
education in the District of Columbia into an all - ESA district — establishing a truly universal policy to create
education savings accounts for every DC student — would transform the existing school finance system from one that is based on student enrollment counts in boundary - defined regular public schools to one that is student - centered and responsive to the
needs of individual families.
In contrast, funds in an
education savings account would be deposited and available for expenditure soon after a child is born, topped up every birthday thereafter during the preschool period, and available for expenditure on that child's
education needs through college and career training.
Clearly, from the prior presentation, I favor assistance that is targeted on families in
need, subsidies that are generous enough to allow lower - income families to purchase center - based childcare at market rates, budget neutrality, assistance for childcare itself rather than a universal allowance that the family can spend on anything, and childcare and
education savings accounts as the delivery vehicle.
We
need to expand school choice options such as charter schools, vouchers, and
education savings accounts.
The state legislature also passed HB 7069, a school funding bill that includes an additional $ 30 million for the Gardiner Scholarship Program, an
education savings account program for students with special
needs.
The North Carolina legislature overrode Gov. Roy Cooper's veto to enact Senate Bill 257, a budget bill that includes additional funding for the state's two school voucher programs as well as a new
education savings account (ESA) for children with special
needs.
This new law passed earlier this year allows parents of students with special
needs to withdraw their children from a public school and receive a deposit of their child's state
education dollars into a government authorized
savings account for
education expenses, such as tuition and fees.
Clearly states have an interest in ensuring that any investments they make enable strong outcomes that produce the desired benefits of stronger learning and school success, along with
savings from reduced
needs for special
education, grade retention, remediation, or dropping out.
The Report Card scores 27 active non-special
needs voucher, scholarship tax credit and
education savings account programs against ideal standards for program quality.
Florida's Gardiner Scholarship Program allows students with special
needs an opportunity to receive an

Every child is different, and
education savings accounts are flexible enough to help students with diverse interests and
needs.
On Friday, Gov. Rick Scott signed legislation that expands eligibility for the Florida's longstanding scholarship tax credit (STC) program and creates a new
education savings account for students with special
needs.
Florida's new
education savings account for students with special
needs is based on Arizona's highly popular program, but with a twist: nonprofit scholarship organizations will administer the program rather than the state, though the accounts will still use public funds.
In 2014, Florida lawmakers enacted an
education savings account law for students with special
needs.6 As of the 2015 - 16 school year, 2,400 Arizona students and about the same number of Florida students used such accounts (called Personal Learning Scholarship Accounts, or PLSAs, in Florida).7 In the 2015 legislative session, Florida lawmakers tripled the state's appropriation for PLSAs, and more than 5,000 students still could apply for an account in the 2015 - 16 school year.
The bill was privately signed into law last month, making Tennessee the 23rd school choice state, and only the fourth state to have an
education savings account (ESA) program for families of those with special
needs.
Education Savings Accounts, which Mississippi enacted for students with special
needs in 2015, continue to grow in support as they become more well known.
North Carolina state senators introduced SB 603, a bill that would create an
education savings account program for students with special
needs and children in foster care.
SB 313 creates a unique, $ 25 million tax credit funded
education savings account program serving special
needs students, foster children and children from active duty military families.
North Carolina's legislature overrode their governor's veto to provide special
needs students with
Education Savings Accounts.
The program had an estimated return on investment of $ 10 for every $ 1 spent due to
savings from increased earnings, lower crime rates, reduced
need for child - abuse and neglect services, and K - 12
savings from reduced special
education and grade retention.

In states that have School Choice, parents have the opportunity to use their tax dollars in the form of school vouchers,
education savings accounts (ESAs), tax credits, or tax deductions to decide which educational options best meet the
needs of their children.
In exchange for a parent's agreement not to enroll their special
needs student in a public or charter school, the state agrees to make quarterly deposits into an educational
savings account in an amount slightly less than the public school would have received to educate the child.14 Parents are required to «provide an
education for the qualified student in at least the subjects of reading, grammar, mathematics, social studies and science.»

Education Savings Accounts (ESAs) are an innovative option for parents to give their child the educational environment and learning tools they
need to do well in school.
Though time is running out, our lawmakers still have the opportunity to pass meaningful choice for the parents of students with special
needs — children who are most in
need options — by establishing
Education Savings Accounts.
Bills allowing for
Education Savings Accounts were first passed by Arizona's Legislature in 2011 for special -
needs children.
In his time in the legislature he has passed significant
education reform legislation such as expanding choice options for children with special
needs, children trapped in failing schools as well as the nation's largest Educational
Savings Account program.

Modeled after Arizona's popular
education savings account (ESA), the PLSA would provide ESAs to families of students with special
needs, which they could use to pay for a wide variety of educational expenses, such as tuition, tutoring, textbooks, online learning, and educational therapy.
But there's a difference between experienced educators identifying real school
needs and non-educator «entrepreneurs» swooping in with grandiose talk of «transforming» or «disrupting»
education, using business methods to extract
savings, or improving teaching (even replacing teachers!)
School choice advocates believe that children should have the opportunity to go to better schools — right away — including private schools via opportunity scholarships (most commonly called school vouchers), special
needs scholarship programs, scholarship tax credit programs and
education savings accounts.
Nevada's new universal
Education Savings Account (ESA) program also works toward this model by offering low - income students and students with special
needs 10 percent more funding than those who do not fit those descriptions.
If successful in its current form, it would allow low income families and parents of special
needs children to opt out of their public school and claim upward of $ 3,500 in state money for an
education savings account to spend on a private
education or home schooling.
