As it stands now,
special education needs plenty of work, as there are children throughout the city who are not
receiving their mandated
services, or who have had their IEPs amended so as to fit into the constraints of their local schools.
But just last week, the New York City Department of
Education (NYC DOE) released a damning report showing that more than 60,000
special needs kids in city schools are not
receiving all of the
services they
need and are entitled to under law.
The policy, devised as a way to help disadvantaged children, provides schools with a base rate of funding for each student, currently $ 2,896, and adds dollars based on
need, such as the number of children
receiving special education services, free and reduced - price lunches and lessons in English as a second language.

Currently, charter schools in California have two options when attempting to ensure that the students with
special education needs in their schools
receive the
services that they are entitled to.
These practices are: 1) inclusive
education is not a separate initiative from general
education, 2) students
receiving special education services are general
education students first, 3) decisions about student
services are based on individual student
needs, 4) the district must raise its expectations for students with disabilities and end their social and physical segregation, and 5) the success of every student is the collective responsibility of all district educators.
Our procedures include practical methods for determining which students are currently
receiving needed special education and related
services.
Another concern: students with
special needs who leave public schools also leave behind critical federal protections provided by the Individuals with Disabilities
Education Act (IDEA), which work to guarantee that disabled students
receive the educational
services to which they are entitled under federal law.

To enable all students to achieve high academic standards and quality of life, the
