So, apparently, if I understand this correctly, the idea is really about a way that actually requires an independent source of energy (and a big one) in order to make liquid
fuels and other
hydrocarbon - based products in a relatively «carbon -
neutral» way.
The least disruptive technology would replace oil - derived
hydrocarbons with liquid
hydrocarbon fuels derived from CO2, water, and a clean energy source, such as the sun, leading to a carbon -
neutral fuel cycle.
