New York school districts a curve (they are supposed to have an
evaluation policy in place by September 1), it's not clear that the decision will have any major implications for other states that are considering linking
teacher evaluations to test scores (except as inducement to make sure their regulations correspond to their laws).
In a Consortium for
Policy Research in Education (CPRE) study of the
new evaluation system's 1999 — 2000 pilot, 75 percent of
teachers said the
new teaching standards were valid descriptions of good teaching.
In a January special session, lawmakers approved
new education
policies, including the requirement that half of
teacher evaluations be based on student achievement data.
The
new report did not capture a precise measure on what proportion of tests were required by
teacher evaluation, but it does point out that many states have put in place
new assessments «to satisfy state regulations and laws for

If the
new information surprises respondents by indicating the district is doing less well than previously thought, the public, upon learning the truth of the matter, is likely to 1) lower its
evaluation of local schools; 2) become more supportive of educational alternatives for families; 3) alter thinking about current
policies affecting
teacher compensation and retention; and 4) reassess its thinking about school and student accountability
policies.
Whether it's
teacher evaluation, school accountability, School Improvement Grants, the Common Core,
new grading
policies, restorative justice processes — to name a few — they invariably entail added meetings, extensive planning documents,
new reporting requirements,
new trainings and minutiae — all adding to the clutter that can drive responsible professionals to distraction.

Recent national

I am saddened that my efforts researching and negotiating the work of public education seem meaningless in the face of current
policy debates — and that last year's nationwide struggle over
teacher tenure or this week's «debates» over

New York arrive forcefully, demanding immediate reaction rather than initiative from educators.

I now know firsthand how uplifting and difficult being a
teacher can be, and how myriad
policy decisions affect the work I do every day: implementing the rigorous standards known as the Common Core; modifying No Child Left Behind / ESEA to address its shortcomings, such as simplified curricula due to testing; establishing
new evaluation systems that rate
teacher effectiveness and, I hope, provide us with support and feedback to get even better.
The best indicator of the imperfections of NCLB is the large number of states that the federal government has awarded waivers from NCLB requirements in exchange for planning and pursuing
new policies, such as enhanced
teacher evaluation systems.
The
new law significantly reduces the legal authority of the education secretary, who is now legally barred from influencing state decisions about academic benchmarks, such as the Common Core State Standards,
teacher evaluations and other
policies.
