reform — loosely defined as support for charter school expansion and enhanced classroom standards and
evaluations — had largely subsided as a major issue in 2016 for state lawmakers, but had bitterly divided the Capitol in 2015 as Gov. Andrew Cuomo sought to develop

On Thursday, with the
New York State Board of Regents hearing testimony regarding the newly approved
teacher evaluation system, leading education
reform organization StudentsFirstNY and public school parents offered recommendations and sent letters calling for a system that ensures all public school students have access to high - quality
teachers.
Cuomo did win an ethics
reform package, in a slightly watered down version, and he succeeded in a
new teacher evaluation plan, though it will not be designed to his specifications.
At Tuesday's meeting, Pryor and his staff reported on progress made in key
reform areas, including a
new teacher evaluation system and a
new set of academic goals called the Common Core State Standards.
Nationally, Natale's words struck a chord as
teachers everywhere are dealing with
reforms similar to those implemented in Connecticut this year — a
new teacher evaluation system,
new academic standards known as the Common Core State Standards, and the trial of a
new computerized testing system.
They passed legislation creating a gaming amendment to the state constitution, a

Besides his ethics promise Cuomo insists he will only increase state education spending by $ 327 million if the Legislature does not accept his sweeping education
reforms, which include a

But perhaps most substantially, there is a growing awareness in the world of education
reform that the big battles over getting

Most of the
new data show that a great majority of
teachers score just as highly on the
new evaluations as they did on the previous ones, and it is unclear whether the
reforms have systematically — or broadly — led to
teachers to receiving better feedback that is translating to better teaching.
That recognition has driven a tidal wave of controversial policy
reforms over the past decade, rooted in
new evaluation systems that link
teachers» ratings and, in some cases, their pay and advancement to evidence of classroom practice and student learning.
Among the
reform milestones they achieved were a
new requirement that 40 percent of a
teacher's
evaluation be based on student achievement; raising the charter school cap from 200 to 460; and higher student achievement goals on the National Assessment of Educational Progress (NAEP) 4th grade and 8th grade reading tests and Regents exams.
But it's also increasingly clear that the
new generation of
teacher evaluations have the potential to strengthen instruction, make teaching more attractive work, and raise student achievement on a wide scale — if states and school districts stay the course on
reform.
Mostly this
new ESEA is a rollback of No Child Left Behind, with a few
reform - minded elements (on
teacher evaluations, charter schools) thrown in for good measure.

evaluations to student performance.
New York Governor Andrew Cuomo re-ignited the controversy by including a second round of
teacher evaluation reforms in his budget this year.

The modernization of
teacher evaluation systems, an increasingly common component of school
reform efforts, promises to reveal
new, systematic information about the performance of individual classroom
teachers.
After estimating that
new teacher supply has declined by more than 20 percent between 2007 and 2016, they calculate that implementing high - stakes
evaluation reform and repealing tenure shrunk the
teacher labor supply.
Studies on
evaluation reform efforts in Cincinnati, Chicago, Denver,
New York City, and Washington, D.C. have found that comprehensive
evaluation systems can help identify
teachers who need to improve their practice, nudge low - performing
teachers out of the profession, and, ultimately, boost student achievement.

The current backlash against the Common Core and
new teacher evaluation systems is, at least in part, a result of our long history of underpowered, incremental
reforms.
With Abbott's election as governor, the proposal headed toward legislation as part of a larger
reform package, including an A — F grade for individual school campuses and a
new teacher evaluation system.
Under a state - appointed superintendent, the district pursued a wide - ranging
reform agenda, including a major
new teacher contract and
evaluation system intended to retain and reward the district's effective
teachers and remove ineffective
