Addressing complex
public health issues requires the combined efforts of government agencies, academic
institutions, private - sector companies, and
nonprofit organizations.
(a) The Secretary, through the Commissioner, in coordination with other appropriate programs in the Department of
Health, Education, and Welfare, is authorized to make grants to and contracts with States and
public or
nonprofit agencies and organizations, including
institutions of higher education, to pay part of the cost of projects for training, traineeships, and related activities designed to assist in increasing the numbers of personnel trained in providing vocational services to handicapped individuals and in performing other functions necessary to the development of such services.
In 1952, he founded the Population Council, an international,
nonprofit institution that conducts biomedical, social science, and
public health research.
