not ruinous, hurtful, evil, wicked, one that causes insidious harm etc and could only be viewed as such by someone whose own objectivity has been distorted by

not fitting in with their perception of events as hurtful and wicked.
When government establishes a program for all citizens, it must do so with an open, fair hand,
not make it subject to

beliefs while pretending to enforce legal principles when no such principles exist or are contentious.
