now it provides people with a low cost alternative buying the digital version of a
publication rather then the printed form.
According to an article for Library Journal by Gary Price, «The Brooklyn Newsstand will
now provide the public with free
access to the entire collection of The Brooklyn Daily Eagle newspaper ranging from the date of its
publication in 1841 to its close in 1955.
Now, with
access to an audience of millions and with the barriers to
publication lowered to almost zero, the spam and pirated ebooks problem will grow more and more.

access to a wide variety of

For some time
now the US NIH has had a Public
Access Policy, requiring that any
publication supported by them be readily available at no cost to the public.
While it could be argued that wholesale distribution of law will create more retail (free or low cost) legal information distribution points and thus increase
access to justice — indeed, it would solve many of the closed problems of legal information that I listed above — I'm
now not entirely convinced that this is the only way to go for state government
publication efforts.
