In 1969, when the AAAS Board first
suggested creating a special committee to draw up a statement concerning the freedom and responsibilities
of scientists, association leaders, along with a
number of other
scientific societies, were looking into allegations that the Public Health Service was rejecting the appointment
of scientists to
study sections based upon the candidates» political views and affiliations.
