New teacher evaluation systems represent a significant improvement over the bad old days of every teacher getting a satisfactory rating based on a cursory
observation by their principal.
The critiques are many, including that teacher evaluation does not: measure teachers accurately with its drive - by
observations by principals and third parties; take into account teachers» varying roles and working conditions; reveal measurable differences among teachers (absence of actual differences would make the profession unique on planet Earth); lead to better professional development; and more.
The principal benefit of this debate is that it has exposed the shortcomings of the former systems used to evaluate teachers, which often relied on occasional, casual
observations by principals and which resulted in high ratings for most teachers.
The remaining 50 % will be based on
