To make kefir, you'll first need to
obtain kefir grains.
In taiwan, there's no way to
obtain kefir grains.
I obtained my kefir grains from a dairy farmer when I discovered they sold raw milk.

obtain certified raw milk, begin with the best quality pasteurized whole milk you can find, milk that is not homogenized, and culture it for 12 hours with piima culture or
kefir grains to restore enzymes lost through pasteurization (pages 83 and 88).
