A civil partner can
obtain parental responsibility for a child in the same way that it is granted to a step - parent who marries a parent, either by agreement or Order of the Court.
The only exception is that when a child is adopted; the new adoptive parents
obtain parental responsibility for the child and the birth parents lose it.

If a spouse has
children and wishes to relocate abroad with his or her
children then English law states that the spouse will need to
obtain permission from everyone who has
parental responsibility of those
children before leaving the country or to apply
for an order of the English court.

In Colorado in order to
obtain standing, a non-parent must file a petition seeking allocation of
