While congregations and other types of society possess
obviously different intentions, they nevertheless work through analogous forms of culture in which a local church might recognize its deeper solidarity with other human groups.
It is important to note that this
intention would need to be demonstrated in court in order to get someone convicted; and someone travelling with
different intentions, such as a journalist, would
obviously not render oneself liable to prosecution.
