«In the short term, I call on the State Department
of Education, local school districts and the union leadership to expedite their negotiations on a teacher
evaluation system to prevent the loss
of hundreds
of millions
of dollars in federal funding.
Gov. Andrew Cuomo earlier today told Susan Arbetter on «The Capitol Pressroom» that the 2010 teacher
evaluation law, now the subject
of a contentious lawsuit between teachers unions and the state
Education Department, was flawed because it's too complicated.
Cuomo has had an at - times truculent relationship with teachers unions, especially when it comes to support for charter schools and other concerns
of the
education reform movement, such as stronger teacher
evaluations.
He also referenced the fact that New York is now one
of three states placed on a watch list for losing hundreds
of millions
of Race to the Top dollars by US
Education Secretary Arne Duncan because it has «hit a roadblock» on significant policy provisions
of qualifying for the aid, including establishment
of the peformance
evaluation system and creation
of a database to track student records across school districts.
Further proof
of my assertion not long ago that
education is developing into a serious sticking point between Gov. Andrew Cuomo and Assembly Speaker Sheldon Silver came in the form
of a statement from the governor that blames «Assembly - led» legislation passed in 2010 for the current fight between the teachers unions and school districts over the creation
of teacher
evaluation systems.
First, the state
Education Department and the teachers unions must resolve a lawsuit over the
evaluations or Cuomo will insert his own plan into the 30 - day amendments (taking advantage
of the broad powers the governor has over the budget in New York).
But the entity was just one
of several
education - oriented groups that spent heavily on trying to influence legislation as issues ranging from teacher
evaluations to charter school expansion stoked debate at the Capitol.
NYSUT's spending came as Gov. Andrew Cuomo proposed a series
of changes to the state's
education policies, including a new criteria for teacher
evaluations, a strengthening
of charter schools and making it easier to close schools deemed to be «failing.»
Most
evaluations of early
education programs show that such programs improve children's school readiness, specifically their pre-academic skills, although the distribution
of impact estimates is extremely wide, and gains on achievement tests typically fade over time.
Lawmakers in both houses in recent weeks have introduced bills designed to ease aspects
of the
education policies in the budget, ranging from a codification
of students opting out
of state tests to exempting top - performing school districts from the new teacher
evaluation criteria.
State lawmakers earlier this year agreed to a package
of education policy changes that linked test scores to
evaluations as well as in - classroom observation and made it more difficult for teachers to obtain tenure.
During a speech at the Rockefeller Institute
of Government in Albany, King offered
education reforms such as the Common Core standards and teacher
evaluations as vehicles
of greater equality in schools.
In the event the City and its collective bargaining units fail to reach agreement on a teacher
evaluation system by the end
of May, an expedited arbitration process, led by the Commissioner
of Education, will occur.
Cuomo is also trying to shake up
education policy, by threatening to withhold hundreds
of millions
of dollars in increases in school aid from schools that don't agree on teacher
evaluation plans with teachers.
In late December, the state's
education commissioner froze some
of the state's $ 700 million dollars in Race to the Top grants, saying some schools, including in New York City and several upstate cities, had not complied with the teacher
evaluation requirements.
«To address this crisis, I have advanced legislation to delink this essential state
education aid with the implementation
of a new teacher
evaluation policy.»
But much
of that added spending is tied to backing Cuomo's
education policy changes, including more stringent teacher
evaluation measures and strengthening the state's charter schools.

In addition to the deadline extension for developing the
evaluation regulations, lawmakers want to unlink the adoption
of the
evaluation criteria by school districts to a boost in state
education aid.
