Yea, as for blog tours, it's a tough call — many authors just don't do the work to make the
most of the blog tour stops (visiting each stop, sharing and posting, interacting with the blog tour host), so it's kind of a «meh» overall.
For instance, I've reviewed books as part
of a blog tour several times; I'd never heard Amazon didn't allow that, and certainly the tour hostess never mentioned it, either.
As I was reading, it occurred to me that a
discussion of blog tours from the perspective of a blogger might be of interest and potentially of value for authors, whether they're doing the hard work of putting a tour together on their own or hiring one of the many blog tour operators to coordinate the effort.

concept of a blog tour is to is to find blogs that share a similar audience and create an online «tour» by providing content for multiple blogs to draw attention to your book and expand your audience.
I've done a
couple of blog tours tied with book launches and especially appreciated how diligent the bloggers were at posting their reviews on sites like Amazon and Goodreads as well as their own blogs: that really helped my books get early traction.
