next round
of redistricting comes up — unless Cuomo's
constitutional amendment on redistricting reform passes and turns out to be effective.
So far, he has succeeded in pushing through an ethics overhaul (although the resulting watchdog, JCOPE, has come under fire) and gotten the Legislature to do first passage
of a
constitutional amendment that would change the redistricting process for the
next round
of line drawing after the 2020 Census.

constitutional amendment, shall go into effect on the first day
of January
next after such approval.
The most recent version
of the
constitutional amendment the legislature is supposed to be committing to, in exchange for Cuomo's approval
of their lines, creates a bipartisan (which is not to say «independent») commission to oversee the
next redistricting in 2022.
