New Yorkers use 23 billion plastic bags each year, according to the
findings of a state panel formed to study their effects on the environment.

of a state panel investigating New York political corruption are involved in talks between Gov. Andrew Cuomo and legislative leaders to craft a new package of ethics laws, according to people familiar with the discussions.
Advocates have also criticized what they describe as the limited
scope of the state panel's inquiry — which was meant to determine whether the district's electronic system for individualized special education plans, data collection requirements, budget process or transportation policies unlawfully delayed or denied services.
«Districts are really going to embrace this,» said Diane Ullman, Superintendent of Schools in Simsbury and a member
of the state panel responsible for creating an evaluation process districts must follow.
