The Sutton Trust in its fourth annual report on academy chains, Chain Effects 2017 — The impact
of academy chains on low income students, reveals the continued lack of impact academy chains are having in turning around the low attainment levels of disadvantaged students, a stated aim of the original sponsored academies programme.
The report, «Chain Effects 2015: The impact
of academy chains on low - income students», suggests new chains should not be allowed to expand until they have a «track record of success».

In a report released earlier this year, the commons education committee also found «no convincing evidence
of the impact
of academy status
on attainment in primary schools», adding that while «some
chains such as Harris have proved very effective at raising attainment... others achieve worse outcomes than comparable mainstream schools».

of academisation — under both Labour and coalition governments — the

academy chains viable to take
on additional schools, high performing maintained schools should also be able to sponsor struggling schools, without having to go through
academy status first.
A cap
on the number
of schools that an
academy chain can take
on, which is often criticised by Ofsted, is to be considered by government.
Currently, the model funding agreement and articles
of association for
academy chains focus almost exclusively
on governance and financial propriety, but the results
of Reform's survey suggest that a
chain's finances and educational performance are «intrinsically linked».
Following Prime Minister David Cameron's calls in October that «local authorities running schools were a thing
of the past», the announcement is due to make it easier for
academy chains to take
on failing schools, including those with financial or inspection problems.
According to an annual report, out
of 48
academy chains, only eight saw poorer pupils with high prior attainment go
on to progress over the national average.
Before taking the role, Sir David was a positive advocate for openness, claiming during a presentation at the Independent
Academies Association conference in October 2014 that the individual votes
of headteacher board members — who advise regional schools commissioners (RSCs)
on academy chain takeovers — would be made public.
The fact that councils can no longer open new schools is the subject
of a long - running campaign by the Local Government Association, which has warned that there aren't enough «viable»
academy chains to take
on extra schools.

of the committee, told Schools Week an update
on the progress
of the investigation would be helpful, adding that her committee was «really concerned» about the «accountability gap» in some
academy chains.
Labour's shadow schools minister Nic Dakin accused ministers
of «taking their eye off the ball
on school standards and failing to ensure that all schools, including those in
academy chains, are properly accountable».
This is money which should be spent
on educating children: not being stashed in «reserves»
on balance sheets or used to fund exorbitant salaries for Chief Executives
of unaccountable
academy chains.
This kind
of assessment is tricky:
academy chains tend to take
on local authority schools that are performing below the expected level, even when you take their challenging circumstances into account.

on them by that organisation in 2016 - 17, bringing their total cost to that trust over four years to more than # 1.6 million.

While working
on that piece I learned that non-executive director
of the DfE Paul Marshall — who is also chair
of trustees for
academy chain Ark — had given # 15,536 to support Yeovil Liberal Democrats» 2015 election campaigns.
It's not the first time
academies have come under fire over consultations — though most relate to ones run
on behalf
of academy chains looking to takeover council - maintained schools.
Most are modeled
on the KIPP, or Knowledge is Power Program,
academies, a nationwide
chain of about 200 schools, mostly at the elementary - and middle - school levels.
Where free schools form part
of academy chains this should be made clear
on the DfE's list
of free schools, so that any analysis can include all the schools in each
chain.
What is clear is that charter
chains like Success
Academy, which boast very high scores
on state tests and very little tolerance for even mildly divergent behavior, are pleased since they will no longer have to bother with new teachers who have actually learned to teach and have existing teaching experience and knowledge
of pedagogy.

A raft
of reforms to school accountability, including an education commissioner for Birmingham, inspections
of city
academy chains and new oversight
of school governors, were announced
on Tuesday by the education secretary in response to a damning report into extremist infiltration
of schools.
Analysis by the National Union
of Teachers (NUT) reveals that at least four
academy chain employees — two
of them chief executives — work or have worked as government education advisers
on projects boosting the number
of such schools.

on maths and English and we have seen a massive uplift in those results.
Ofsted can not give a judgement
on an
academy chain, but inspectors can carry out multiple inspections
of individual schools it runs.
Crucially, however, the report highlights a minority
of academy chains that continue to achieve improved outcomes for their disadvantaged students against both attainment and progress measures, thus demonstrating the transformational impact that can be made
on the life chances
of these students.

academy students when I tell them that this is the one time I will actually still use a choke
chain.
