Betty Rosa, the Regents chancellor and a former New York City school
administrator, noted the current

of student achievement in areas that are tested, such as English and math.
New York City education
administrators should try to learn from the mistakes
of their counterparts in Tennessee where a rush to implement a complicated new teacher

The issue raised by the release
of value - added information is simply how quickly and how assuredly we get to a more rational system
of evaluations — for both teachers and
administrators — and to a more rational personnel system that guarantees an effective teacher in every classroom.
A key element
of this effort is developing
evaluation systems that identify both the highly effective and the highly ineffective teachers and
administrators — and then actually uses that information to make personnel decisions.
During the training, we provided a grid
of benchmarks to be met for each grade, projects and activities they might do with their classes to meet those benchmarks, and
evaluation sheets to ensure that teachers can show parents and
administrators what skills students have successfully implemented and what deficiencies still need to be addressed.
In order to maximize the student response rates, the
administrators of online
evaluation need to communicate effectively with the faculty members who are being reviewed, so that in turn they can communicate with students, and improve their participation.
Traditionally, teacher
evaluation systems relied heavily on classroom observations conducted by principals or other school
administrators, sometimes with the help
of rubrics or checklists.

«Conclusive evidence has shown the benefits
of class sizes
of 1:15, especially in the primary grades,» says Charles M. Achilles, a professor
of educational administration at Eastern Michigan University, in Small Classes, Big Possibilities, an article he penned for The School
Administrator: «Since the early, 1980s, a large - scale project in Indiana, a major experiment in Tennessee, numerous smaller studies and
