DELAND — A countywide plan designed to reduce the number
of animals killed in shelters by offering a cash incentive for sterilizing pets won preliminary approval Thursday from the Volusia County Council.
The simple way to visualize what happened is that the spay - neuter movement of the period from 1970 to 2000 decreased the
number of animals killed in shelters by decreasing the number of animals who came in the door in the first place.
To reduce the number
of animals killed in shelters, Best Friends advocates nationally to keep community cats safe, fight breed discrimination of pit - bull - terrier - like dogs and end puppy mills, while working to build and connect collaborative, community - based no - kill programs around the country.
