This will accomplish two things: It will smooth the finish for the next coat
of paint and most importantly it will ensure that the
primer bonded to the original surface.

bonding is the only big question here, then I'd suggest using a good
bonding / leveling
primer (such as Gripper) as a base, instead
of latex paint.
Therefore I decided to forgo the use
of OFMP's Extra
Bond, which, if applied to the first coat
of milk paint, will act as a
