I would say in order to preserve civil liberties in Montenegro, some Muslim schools, some of which are institutions of fascism that teach innocent kids 5 +6 year old (proved with facts brainwashing) that Jews are pigs and how to punish the infidels and non-Muslims, don't allow such schools.
