Aside from the
tax benefits, both types
of IRAs even allow you to withdraw money for
education or to buy a first house without penalty (although withdrawing retirement money should be avoided if at all possible).
Those
benefits include the restoration
of tax revenues that can support other critical programs and projects, such as
education and health care, as well as the stimulation
of new business and technology development around cleaner, more sustainable energy systems.
However, only 11 %
of education businesses are currently making use
of the
tax exemption on trivial
benefits.

of the
tax benefits for
education.
Contrary to the arguments
of some, we find that school choice programs, such as
Education Scholarship Accounts and
Tax Credit Scholarships, do not harm public schools for the
benefit of private schools.
32 The New Hampshire Supreme Court likewise rejected the standing
of petitioners challenging the state's scholarship
tax credit law, ruling that they could not demonstrate any harm.33 The following year, citing the decisions in Arizona and New Hampshire, the Alabama Supreme Court also held that a «
tax credit to a parent or a corporation... can not be construed as an «appropriation»» but rather such funds retain their status as private funds until they enter the public treasury.34 That view seems to be the prevailing one in courts, so with the possible exception
of Michigan, where the state constitution explicitly prohibits
tax benefits for religious
education,
tax credits should survive scrutiny under such provisions.
The key point is that the people
of this state understand the value
of investment (
tax effort) in
education in order to attain economic and social
benefits in the future.
Direct aid to public
education — Funding appropriated for the operation
of public schools, including funding for school employee
benefits, Standards
of Quality, incentive - based programs, allotment
of sales
tax and lottery revenues, and specific appropriations for programs such as Governor's Schools and adult literacy initiatives.
My friend Lindsey Burke from the Heritage Foundation is off base regarding a federal
education tax credit and the tremendous
benefit it could have for millions
of children across the country.
A woman who takes advantage
of a
tax credit
benefits, directly and personally, from the policy by supporting her own child's
education - and if it is a donation
tax credit, she
benefits directly because she can fund a needy child or educational mission
of her choice.
Credits for
education expenses have the same advantages and, unlike a number
of other
tax benefits, are amply justified improvements on a
tax - funded government
education monopoly.
Though the average
benefit going to each child is lower in
tax credit programs than it is with vouchers,
tax credits have the added strength
of not fixing artificial prices for
education or a scholarship.
Our state - by - state estimates capture variation in costs and
benefits due to factors such as population, income distribution, teacher salaries, crime rates, health care costs,
tax burdens, and current expenditures on all levels
of education, child welfare, criminal justice, and health care.
For the prekindergarten program alone, they identified $ 92,220 in present value
benefits and $ 8,512 in present value costs in 2007 dollars — a
benefit - cost ratio
of 10.83 to 1.22 The
benefits derived mainly from reduced public
education expenditures due to lower grade retention and use
of special
education, reduced costs to the criminal justice system and victims
of crime due to lower crime rates, reduced expenditures on child welfare due to less child abuse and neglect, higher projected earnings
of center participants, and increased income
tax revenue due to projected higher lifetime earnings
of center participants.
For years, the institute has been laying the groundwork for radical changes to Missouri's
education system, producing reports, testimony, and policy papers purporting to show the
benefits of ending teacher tenure and enacting vouchers in the form
of «tuition
tax credits,» along with other efforts to privatize
education and undermine teachers» unions.
