One element
of the agreement was the preemption
of future regulations on the Centralia plant including any «greenhouse gas
emission performance standard, or other operating or financial requirement or
limitation relating to greenhouse gas
emissions.»
The bill would require the state board to monitor compliance with and enforce any rule, regulation, order,
