So, I ask, why would Cuomo's requiring a little more specificity about outside income
change the behavior
of a legislators willing to go waaay beyond committing an
ethics violation and commit a CRIME?
Most agree that the governor's insertion
of ethics reform — specifically tying per diem
changes and disclosure requirements to the state comptroller's budget — is a stretch
of even the limited boundaries defined in Silver v. Pataki.
For example, he pledged a far - reaching investigation
of the Legislature if it refused to approve
ethics changes, and he warned that if the Legislature did not accept budget cuts, he would impose them unilaterally using his emergency powers as governor.
