Scarecrows agenda is to release a newly created form
of fear toxin into the city of Gotham.
The man is a formiddable hero, with impressive detective skills and a flair for fighting However, my main gripe with this theory is that the use
of fear toxin and fear in general doesn't fit Grayson's personality, nor indeed that of Tim Drake, the current Robin in the Arkham universe.

The
Fear Toxin could take this to the next level by overriding any sense
of Batman simply being a human in costume, letting the Dark Knight take back his symbol as a hunter in the dark.
As things finally simmer down, everything goes to hell when Scarecrow reveals his plans to cloak Gotham in his
fear toxin, making the majority
of the city's 6.3 million citizens evacuate.
Taking place on Halloween night several months after the end
of Arkham City, Gotham is being terrorized by the return
of Scarecrow and his improved
fear toxin.
This all changes at the start
of Arkham Knight with the return
of the Scarecrow, who announces that he's placed
fear toxin bombs throughout Gotham.
This first - person section put you in the shoes
of a Gotham cop as he is afflicted with Scarecrow's
fear toxin and we bear witness to the nightmarish visions he has before being brutally murdered.
Scarecrow, for example, builds his Character Power up by
fear toxin based attacks,
of which some
of his best ones are via Meter Burn.
