of Ronald Reagan gave dueling speeches at the opposing party conventions; Michael Reagan backs President George W. Bush's policies, including the ban on

research have been increased by 140 % between the 1998 budget and the 2002 draft budget.

for federal funding, the NIH necessarily and knowingly subjects embryos to a substantial risk
of injury or death.»
These statements might sound like the rhetoric used by extreme animal rights groups, but they come from White Coat Waste — a new, unlikely coalition
of fiscal conservatives and liberal activists that aims to end
federal funding for research involving dogs and other animals by targeting people's pocketbooks in addition to their heartstrings.
The America COMPETES Act will help them do that by devoting more
federal funding to
research and development efforts at universities, creating hundreds
of new opportunities
for young scientists.
Some
of these include higher and more predictable
federal research funding, shorter graduate and postdoc training periods, greater use
of staff scientists, and better career training
for students and postdocs.
While
funding for applied science
research mostly comes from industry, the biggest
funder of basic science is the
federal government, and most recipients
of that
funding are academic researchers.
On 12 May Chairman Miller pushed through the House an amendment to the then - pending reauthorization
of the America COMPETES Act, which contains
funding for a number
of federal research agencies.
But he has also spoken generally in favor
of increasing
funding for federal research agencies, including the National Institutes
of Health (NIH), which he would oversee if confirmed to the job by the Senate.
The report's «highest priority recommendation,» a doubling
of federal research funding, could create a «commensurate increase in the demand
for researchers.»

While politicians are still working on the final wording
of the amendment, «[t] he agreement spells out that the

Promoting the power and consequence
of science «is more important than ever right now,» particularly as critics question the role
of evidence - based science in policymaking and as Congress considers significant proposed cuts to
federal funding for scientific
research that drives innovation, said Tobin Smith, vice president
