of federal research programs and projects remain in Trump's cross hairs, including five of NASA's Earth science missions and various research, including on climate or environmental science, at the EPA, the National Oceanic and Atmospheric Administration and the U.S. Geological Survey.
So there is a contradiction buried in the report: it recommends the initiation
of a federal research program into albedo modification but does not give a plausible analysis of the circumstances in which the solar shield might be deployed.

Congress is on track to increase
federal spending for
research and development
programs by at least $ 3.1 billion in fiscal 2017 over the previous year, a noteworthy boost at a time when overall
federal discretionary spending is slated to remain flat, according to AAAS» latest analysis
of federal spending
programs.
