California is not alone when it comes to wrestling with new accountability indicators as evidenced by the struggles of lawmakers and educators in several other states also undertaking reviews - some drawn in the wake
of federal waivers from No Child Left Behind mandates.
To get one

of waivers to NCLB requirements, is pushing this centralizing strategy forward.
As I've argued before, the
federal requirement that is driving the over-testing concern isn't the mandate that states test students annually in grades 3 — 8; it's the mandate (dreamed up by Arne Duncan as a condition
of ESEA
waivers) that states develop teacher - evaluation systems that include student achievement as a significant factor.
Because
of Ohio's
federal waiver, Buckeye State districts couldn't just move to evaluations based on teacher observations and the like.
Of course, the
federal government clearly encouraged states to adopt the standards through its No Child Left Behind
waiver program, but it did not require adoption (which is obvious insofar as several states did not adopt the standards).
It was not difficult for opponents to cast Common Core as a
federal initiative, given 1) the Obama administration's use
of RttT incentives (and later,
waivers to NCLB requirements) to encourage states to adopt the standards and 2) the administration's funding
of the consortia.
Instead, he recommended new state interventions in 98 districts that were failing to meet the standards
of the
federal No Child Left Behind law;
waivers from state rules and regulations for high - performing districts; and an improved data system to guide state and local decisionmaking in the future.
Critics note, however, that the
federal government has encouraged states to adopt the Common Core through the Race to the Top competitive grant program and a streamlined path to
waivers from the provisions
of No Child Left Behind.
