A state lawmaker in Hawaii proposed banning the sale
of games with loot boxes to people under the age of 21.
The bill makes no mention of an exception for free - to - play games on PC, Consoles, or Mobile — in fact making only the * sale *
of games with loot boxes illegal, * not * making it illegal for minors to access them once they have the game; meaning kids who still need their mom to purchase a game like Shadow of War, can still hop in and purchase loot boxes once they own it; and game developers can sell them, because the bill also makes no mention of age - restrictive tools.

Before these rules are enforced, however, Geens and the rest
of the gaming commission want to have a conversation
with game publishers and developers to determine who will be responsible for removing these
loot boxes.
None
of the 10
games under investigation were specifically named, but if the four
games found that violate Dutch gambling laws do not make changes to their
loot boxes that comply
with regulations, the DGA will specifically announce which
games are in violation and either impose fines or ban the sales
of those
games outright.
Belgian website VTM is reporting that the country's Gaming Commission is currently taking a look at
loot boxes in video
games,
with particular focus on EA's inclusion
of them in Star Wars: Battlefront II and Blizzard's use in Overwatch.

loot box.
While Battlefront II boasts the most egregious example, it was far from the only
game to boldly feature
loot boxes this year,
with Call
of Duty: WWII, Middle - earth: Shadow
of War, Assassin's Creed Origins, and more all jumping on the
loot box train.
One point
of contention
with Shadow
of War even before launch is its inclusion
of loot boxes which can be purchased
with in -
game currency or cold hard cash.
If lawmakers go ahead and regulate
loot boxes, I wonder how that will affect the various genres
of games that depend on them, and whether we'll end up
with something better or not.
After the huge debacle
with Star Wars Battlefront II, which was accused
of going way overboard
with its use
of loot boxes and had to pull them from the
game completely prior to launch, the legal landscape is ripe for moves such as the one by Ranker.
According Netherlands» public broadcaster NOS, the Dutch Gaming Authority looked at 10 popular
games with loot boxes and found that four
of them met their definition
of gambling.
Loot boxes are gaming's big issue
of the year,
with titles like Star Wars: Battlefront 2 receiving seemingly endless criticism over a solid
game tarnished by imbalance and a big push to in -
game spending.
I should also clarify that the controversy surrounding the
loot boxes is a little overblown because if you manage to do most
of the side content and atleast some
of the minor online missions, you will end up
with more than enough gear to get the true ending
of the
game.
This is especially true considering what happened last year
with all the backlash against
loot boxes in
games, which many constituted as a form
of gambling.
Apple now mandates that
games with loot boxes must disclose the odds
of receiving items to users.
Whether it be avoiding the implementation
of loot boxes, or omitting a highly requested feature that would otherwise imbalance an experience, developers whose decisions align
with their vision
of a
game, over the fastest route to sales, give us hope that there is still some creativity in this creative industry.
Loot boxes and a sexy Shelob aside Shadow
of War is an impressive
game in a franchise that whilst takes liberties
with lore
of the land produces a fascinating world full
of captivating experiences.
Each class and vehicle type has its own cards and levels, so while this probably isn't how things would've been organised if
loot boxes had never been intended it does provide the
game with a perfectly fair and balanced set
of skill trees.
Now, we have all sorts
of genres offering «Legendary Driver Gears» or «Epic Rifle Camos», and it's no coincidence that the increased presence
of rarity mechanics in
games correlates
with the proliferation
of the
loot box.
To the detractors who suggest that the
loot box ultimately doesn't affect the quality
of a
game's core experience, I can't say I agree
with you.
Priced at a rather hefty # 15.99, this content instantly unlocks Venom, delivers you a bonus costume, gifts a couple
of loot boxes and hits your
game with two experience boosts.
Meanwhile, on the other side
of the planet, Democratic State Representative from Hawaii Chris Lee held a press conference where he accused EA specifically
of «predatory practises» and said they would be investigating legislation to ban children from playing
games with loot boxes.
Star Wars: Battlefront II was launched to much fanfare late last year but, after receiving mixed reviews, it then ran into trouble,
with widespread criticism regarding the status
of loot boxes in the

game isn't worth it, if anything, is among the few
games this year that's actually a true video
game, something made
with soul and passion, not a plastic product like most
games that have come out recently, especially
with the whole
loot box fiasco.

Now, this information doesn't directly correlate to other Steam
games or
games outside
of Steam
with loot boxes, but I'd assume the drop rates are within a similar region for the rarest items in other titles.
In today's age
of microtransactions and
loot boxes plaguing
games and harassing
gamers all over the digital shop, we're yet to witness a Nintendo - developed
game appear on their hardware that encourages players to part so readily
with their cash to the detriment
of the
game's balance.
The quicker way to acquire them, however, is to buy
loot boxes of varying rarity,
with either tons
of difficult - to - acquire in -
game currency, or a relatively modest amount

I do like how the
game will only ever make you wait for about ninety seconds before giving you a match against bots, meaning you can still gain the exp you don't in skirmish

game also features a leveling system
with loot boxes for unlockable gear and titles at each level up, meaning there are always rewards for even the casual player to earn which is great for replay value.
Publisher Warner Bros. accompanied the announcement
with reassurances - that anything gained from the
loot boxes could also be earned by simply playing the
game, that the microtransactions could be ignored completely, and that they were simply an option offered to players as a way
of saving time.
Last month, big budget Lord
of the Rings
game Middle - earth: Shadow
of War revealed it would supplement its full - fat price - tag by including

With places like South Korean PC bangs making it hard to judge exactly how much money this has brought into the company, when you consider the existence
of the in -
game loot boxes, highly successful real - world merchandising and the various versions
of Collector's Editions - well, it's probably an awful lot
of cash.
The progression in the multiplayer being so intrinsically tied into a
loot box heavy system took away a lot
of what made the first
game so pick - up - and - play,
with a great deal
of the
game being left to chance.
