Most knitters learn the knit stitch first, and they are used to seeing the... MORE bumpy ridges
of Garter Stitch that are formed by knitting every stitch on every row.
With the eyelash and ribbon yarns together work four rows
of garter stitch as described in Step 1.
This will match the six rows
of garter stitch you knitted at the very beginning of the scarf.
Garter Stitch Faggot uses the same pattern row as Turkish Stitch, but it is alternated with a row
of Garter Stitch, which makes the fabric a little firmer and more solid (it also biases thanks to all those right - leaning decreases; you could alternate a row of k2togs with a row of ssks to reduce this tendency).
The bumpy texture
of garter stitch means that you can use just about any increase or decrease method you like and it will virtually disappear into the surrounding stitches.

If you want to fancy up
Garter Stitch just slightly, throw in a regular (or irregular, if that's your style) row
of eyelets.

Just make sure you knit your gauge swatch in the pattern you want to use, that you cast on the proper number
of stitches to make the pattern work and that you understand that many
stitch patterns take more yarn to work than plain old
garter stitch.

Basically, it's a variation on
Garter Stitch in which you work with needles

You can counteract the curl if you want to by adding a border
of ribbing,
Garter Stitch or another non-curling pattern to the edges (as in the washcloth linked above) or use the curl as a design element.
Many new knitters start with a basic
garter stitch scarf as their first knitting project because it's quick, easy and a project you're sure to be proud
of when it's done.
