With RTTT, Tennessee is stepping around this problem: they are now developing online instruction in the use
of TVAAS, and a new State Board
of Education
policy has relaxed restrictions on alternative teacher
licensure.
However, without the changes Massachusetts made to its entire system
of teacher licensing (e.g., subject area licensing tests for all prospective teachers, criteria for achieving full
licensure after beginning teaching, and criteria for license renewal for veteran teachers), it is unlikely there would have been enduring gains in achievement for students in all demographic groups and in all its regional vocational / technical high schools — gains confirmed by tests independent
of control or manipulation by Massachusetts or federal
policy makers.
While state governments have had a heavy hand in teacher preparation,
licensure, and certification
policy for over a century (American Association
of Colleges
of Teacher Education, 1990; Hawley, 1990), states have traditionally delegated teacher tenure and evaluation
policy to localities, often in conjunction with local collective bargaining units (Ballou, 2000; Cohen - Vogel & Osborne - Lampkin, 2007; Hannaway & Rotherham, 2006; Hungerford & Blom, 2014; Strunk, 2012).
As I have shown in the journals Educational
Policy and the Journal
of School Choice: International Research and Reform,
licensure exams are very loosely related to teacher effectiveness.
Most states have some form
of licensure reciprocity
policies in place that allows a teacher who is licensed in one state to gain an additional
licensure in a new state.
Our session, titled «Cultivating Literacy Achievement Through Quality Teacher Preparation,» touched on current program - improvement efforts, revision
of the ILA standards for program recognition, variations in
licensure requirements across the country, and
policy - related challenges.
Although tremendous attention is paid to ranking and grading schools, districts, and other educational entities, state
policies guiding the approval
of leadership preparation programs and the
licensure of educational leaders have received relatively limited attention.
Meanwhile, education experts, through the updated (2008) Interstate School Leaders
Licensure Consortium standards, have defined key aspects
of leadership to guide state
policy on everything from licensing to onthe - job training
of principals.
Wallace provided funding for revisions
of the standards, which were developed originally in 1996 by the Interstate School Leaders
Licensure Consortium, an array
of state representatives and national educational organizations under the aegis
of the National
Policy Board for Educational Administration.
This report from the American Institutes for Research (AIR) provides state - by - state information on CTE teacher
licensure policies, including certification routes, length
of teacher certifications or renewal, professional development and recruitment for all 50 states and D.C.
As the first state to fully implement
policy requiring new teachers to pass edTPA for
licensure, New York and its PK - 12 educators and teacher educators have encountered a variety
of operational challenges.
Senate Bill 867, titled «Protect Students in Schools,» would replace a patchwork
of local school district
policies on background checks with one statewide
policy, which, as
of the last publicly released version, requires fingerprint checks for all teachers seeking
licensure in the state.

This report provides an analysis

policies that affect principal preparation,
licensure, tenure, and data collection.
The Council
of Chief State School Officers and the National
Policy Board for Educational Administration recently released a second draft
of the Interstate School Leaders
Licensure Consortium Standards for School Leaders (ISLLC), asking for public feedback on the standards that aim to help school leaders positively influence teaching and student learning.
Reviewed 2013 Strategic Plan goals (Develop a committee structure that parallels AACTE and mobilized committees based on annually identified MACTE priorities; Developed and implemented an advocacy plan for educator preparation at the state level in matters
of legislative
policy, and regulatory matters related to initial and advanced educator preparation and
licensure; Developed and disseminated position statements on issues
of importance to educator preparation and
licensure; Developed a statewide initiative showcasing excellence in educator preparation), established working committees and set priorities for 2014 - 15.
This
policy proposal from the TeachStrong coalition explains how we can raise the bar for
licensure so it is a meaningful measure
of readiness to teach.

Recent changes in the State Board
of Education's teacher
licensure policy put higher - education - based preparation programs into competition with independent organizations like Teach for America and the American Board for the Certification
of Teacher Excellence.
State
licensure and certification
policies, however, often fail to include all
of the dimensions
of knowledge necessary for good teaching.5 According to the American Federation
of Teachers, or AFT, most
licensure examinations have been widely considered to be «insufficiently rigorous, limited in scope and unconnected to practice.»
During the development
of the training module, the state
policies governing
licensure requirements will also be amended.
Under the proposed
policy,
licensure would depend
of measures
of teacher knowledge, competence and effectiveness.

New York, NY — With the increasing national focus on state leadership in education
policy reform, New Leaders» latest publication, Change Agents: How States Can Develop Effective Leaders, makes the case that now is the time for states to improve the preparation and
licensure of principals.
Oregon should reconsider its waiver
policy and, as a condition
of licensure, require all secondary teacher candidates to pass a content test in each subject area they plan to teach to ensure that they possess adequate subject - matter knowledge and are prepared to teach grade - level content.
All 50 states have adopted the ISLLC (Interstate School Leaders
Licensure Consortium) standards or some version
of standards as a uniform foundation for leadership
policy.
Another stream
of inquiry in the late 1980s revisited the district role in response to increasing state
policy interventions such as curricular standards, graduation requirements, standardized testing, teacher career ladders and new
licensure requirements.
The network identified cultural competency as necessary to strengthen leadership
policy and development, which began the trajectory
of including cultural competency in

Perhaps the biggest surprise in the session's final days was the foundering
of Senate Bill 867, a bipartisan - backed bill requiring fingerprint background checks for teacher
licensure that, as
Policy Watch reported, spurred concerns that the bill could dissuade acts
of protest among educators.
With renewed support from the Wallace Foundation, the Council
of Chief State School Officers (CCSSO) and the National
Policy Board for Education Administration (NPBEA) will convene panels to update the Interstate School Leaders
Licensure Consortium (ISLLC) standards, last updated in 2008, and the National Educational Leadership Preparation (NELP) standards, last revised in 2011.
She handles a wide range
of issues involving medical staff disputes, credentialing and peer review, medical staff bylaws, rules and regulations,
policy amendments, Joint Commission compliance, internal investigations, hospital operational issues, health care practitioner
licensure investigations, risk management matters / reporting, and administrative matters.
The Council
of State Governments, a body that issued

of any
