Republicans on Tuesday in Albany continued to protest the release
of convicted cop killer Herman Bell, backing a package
of reform measures for the state
Parole Board.
The report released by the ID found the state could reach an annual savings
of $ 117.1 million through the criminal justice
reform based on the reduction
of costs such as detention, transportation and court hearings as well as probation and
parole.
The legislators are being joined in their
reform efforts by Janice Grieshaber - Geddes, a Manlius mother who successfully advocated for passage
of «Jenna's Law» to end
parole for first time violent felons after her daughter, Jenna Grieshaber, was murdered by a parolee in Albany.
Some
of the bills passed this year that he mentioned include a state ban on bump stocks,
reform of the state's
parole system, gender parity in pay and fairness for victims
of sexual assault.
Beyond police
reform, Ms. Clinton also called for
reforms to the nation's prisons and jails — which, like police
reform, is a hot topic in New York City — saying much
of the jail population are people serving time for violating
parole, minor drug crimes or awaiting bail.
Parole reform is on the list
of criminal justice changes that advocates have long hoped New York State would take up.
In 2009, the Justice Policy Institute noted that some states have begun to decrease the size
of the prison population — thereby reducing spending — by providing community - based substance - abuse treatment programs, increasing rehabilitation efforts, improving
parole mechanisms and services, and decriminalizing nonviolent offenses.105 States that intentionally decreased their prison populations saw crime decrease even faster than national averages.106 Other states should consider such
reforms.
The need for
reform of that sentence is urgent, she says, but guidelines requiring the passing
of sentences
of imprisonment on defendants over 21

Despite the promise
of a place - based approach with strong community engagement, the US experience has become more focused on statewide criminal justice
