A study
of California schools that underwent class size reduction in 1996, found that teachers and parents are happier, according to a recent Daily Report Card: «Teachers say they can cover more topics,
teach at a faster pace, give more attention to students having trouble, and identify those who need
special education sooner.»
Two researchers from New York University's school
of education found that raising the number
of students

special education resource rooms appeared to have triggered a marked decrease in particular in their state assessment scores in reading.

Section 28 does provide for designing and developing new assistive devices,
teaching aids,
special teaching materials or other such items necessary to give a child with disability «equal opportunities in
education», but it could be better worded to extend beyond just equal opportunities in curriculum and academics, to a totally interactive learning process, thereby implying the integration
of all students, disabled and non-disabled.
